changeSeats now raises an invoice for the startup fee on new heads, which turns a number in a dialog into a charge — ten hires on a $99 plan is $990, and on a large account it is four figures. An operator should agree to that rather than learn about it from the customer, so there is something to ask. Read-only, and resolved through exactly the code that will bill it. Computing the same figure in the console would be a second implementation of a rule that a negotiated agreement can override, and the number in the dialog has to be the number on the invoice.
