Make the Modify rules testable, and drop a dead field

Both rules the Modify menu encodes have shipped wrong once — form fillable was disabled on the rows whose fields are meant to stay editable, and it was offered on audio and video, which have no rendition to place a field on. Neither could be covered while it sat inside a cell renderer: vitest runs in the node environment and collects only .test.ts. They now live in app/lib/modifyOptions, which the menu calls rather than duplicating, so the eight tests guard the real behaviour instead of a parallel copy of it. hasDesignVersion is gone from the client too, now that the server no longer sends it.
