Per-pane minimum size, applied on read as well as on drag

Threads an optional `min?: PaneSize | null` through clampPaneSize, the two resize-delta helpers, and the two preference read/write functions in the pure launchpad pane model. Backwards compatible: every existing caller omits the argument and keeps today's behaviour, since clampPaneSize falls back to the grid-wide **************** floor when no per-pane minimum is supplied. The floor is enforced on resolvePaneSize's STORED value, not only in the drag handlers, so a member's preference recorded before a pane had a minimum (or before it was raised) gets pulled back up on read.
