The wizard collected a customer and never a target organization, so every order it wrote carried target_org_id NULL. On approval provisionCompSubscription falls back to order.getOrganization() — the SELLING org — so comping a customer's account provisioned a subscription against KamoCRM and the customer's own organization was entitled to nothing. The two are genuinely different and the account cannot stand in for the org: an AccountSummary is a customer record on this market, so its organizationId is the seller's. The organization a customer runs is reached only by naming it, which is what the new picker does, searching the platform org directory. Required rather than optional. An order with no target organization has no correct behaviour available to it — it can only entitle the wrong party.
