What's wrong
Four of the eight tabs under Settings → Documents send the wrong category ID to the backend, because the frontend assumed a backend list was ordered one way and it's actually ordered another. Concretely:

Account, Service Applications, and Service Orders are unaffected — those three are correctly wired.
What this means in practice
Any Doc Type or Stacking Order you create while on one of the four mislabeled tabs gets filed against the wrong category, silently. And because the real System-Wide category has both its toggles locked off by design, anyone visiting the tab labeled "Meet Recordings" will find both settings permanently locked — even though the real Meet Recording category is fully configurable, it's just not reachable from any visible tab.
What to do
Don't configure Call Recordings, My Documents, Meet Recordings, or System-Wide document settings until this is fixed — anything you set up there isn't landing where the label says. If you need one of these categories configured correctly in the meantime, that requires a code fix, not a workaround from this screen.
