/creatable returns branch types filtered by the caller's creator-type (OWNERS/TEAM_MEMBERS/MEMBERS) via AppliedModelEnforcementService. /{id}/usages returns the count and summary of orgs created under a given branch type, used by the frontend to block hard deletion.
