Both program specs and all 56 research files were untracked and existed only on one disk, while HANDOFF.md tells the next session to read them first. Also records the four owner decisions and corrects three claims that were checked against real code and found false: - 'BillingService cannot see an Order' — its @EnableJpaRepositories already lists com.kamo.z.shared.commerce and OrderRepository is a live bean. What is missing is kamo.commerce.enabled, one config line. - 'RoleRightHierarchyTest is already red' — it pins hasSize(255), RoleRightType has exactly 255 constants, and the test is green. - Dispatch SP1 still called for DISPATCH(32) against PD1 which supersedes it, and 'rights from 241' would collide with 24 live ids. Next free id is 265. Carries PD1's cross-program dependencies into the table people schedule from (SP5 -> SW3; SP15 -> SW5, SW8, BL4).
