Cache-only bulk translate, FE handles fills

Bulk message-fetch endpoints now return only translations that are already cached and tag missing rows with needsTranslation:true. The chat UIs (kamo-internal ChatBox, kamo-marketing LiveSupportPanel) drive the missing translations themselves, one message at a time newest-first, via the per-message /translate endpoint. This gives users an immediate "Translating…" indicator on every bubble that needs work and streams results in instead of blocking the whole load on the slowest provider call.
