Rescrie APIManager.tsx cu apeluri reale backend la /api/public-chat-keys (susţinut de MediaService). Elimină fila publicăChatKeyManager separată şi toate referinţele la navigaţie. Cheile sunt acum gestionate pe fila api-access aşa cum am cerut iniţial.
