Raise client read timeout to 120s for long messages

LibreTranslate runs CPU-only argos models — a paragraph-length chat message takes 20-30s to translate, and longer ones can push past 60s. The 8-second read timeout meant any non-trivial message silently timed out, fell back to the original text in the provider router, and failed the equality check in MessageTranslationService — so the chat UI just left it in English. Bumped read timeout to 120s and connect timeout to 5s. Also documented why in the configmap so the next person doesn't trim it back.
