Signature icons reach the recipient as small PNG parts

The signature's social-network icons, contact-line icons and header decorations are percent-encoded SVG data: URIs. extractInlineImages only decodes base64, so on send it REMOVED every one of them: the composer showed a row of icons, the recipient got none (and no mail client draws SVG even when it survives). rasterizeSvgImages runs just before the extraction and draws each SVG on a canvas at 2x the width/height the template gives it, as a PNG data: URI the extraction turns into a cid: part (a couple of KB per icon); one that cannot be drawn is left as before. extractInlineImages now also sends identical pictures once (the phone icon on two lines was two parts).
