Plan: owner direction in Global Constraints (targeted tests, ci-status); the AI_CALL DDL and shared-lib additions move to Tasks 16A/16B after SP13's; Task 7/14 and 16B/18 pushes ship together; SP12 Task 12's transcribeForm test deleted in Task 11 (orgId pinned in the client test); KM1 replays by idempotency key; REMOVED in SP13's exhaustive K7 switch (Task 17) and labelled in SP13's console (Task 19A); self-contained retention test; the companion also leaves on org pause and the kill switch; dictionary by text insertion; FreePBX window, detached background processes and secret reads per RULES.md; counts, grants and an idempotent Jigasi rotation in Task 2; acceptance in sp00verify. Spec §4.4.5/§4.7.7/§4.8 and §7 rulings; master §11 row and the PROGRESS SP14 row (only SP14's hunks: the working copies also carry SP10's pending edits). The plan's Task 31 Consumes line carries the SP10 preflight's wording.
