Use **************** for hasDesignVersion, add systemDocsOnly filter

hasDesignVersion now checks if an esign template exists with current_design_version > 0, instead of using isSigTemplate which is true for all uploads through the template endpoint. Added systemDocsOnly flag to DocumentListRequest so the frontend can request only docs with null/empty assocObjectId for the System Docs tab.
