Starter admits 5 seats and Business 25, but the bands ran to 25 and 100 — four of the six priced seat counts nobody could reach. Starter's 10%-off-at-11 tier was unreachable outright on a 5-seat plan, and Business carried two whole bands past its own ceiling. They were worse than dead rows. They are the artifact that made the ceilings look like 25 and 100 in the first place: a discount tier running to 100 seats reads as evidence that 100 seats can be bought, and an earlier pass took exactly that inference and overwrote the correct ceilings with it. Removing them takes away the contradiction rather than restating the ceiling somewhere else and hoping the two agree. Business keeps its one reachable tier, 11-25 at 8%. Starter is left with the base row trimmed to 5: five seats is not a volume, and inventing a discount to fill the gap would be making up pricing rather than correcting it. Deleted rather than deactivated, unlike the bundle in the earlier consistency migration — that row was referenced by bundle items and by every subscription that had held it, whereas a band is read at pricing time to pick a percentage and recorded nowhere. The table has no is_active column to switch off.
