listPlansForMarket filtered on isActive alone, and active is not the same as on the menu. OWNER_UNLIMITED ("Platform Owner — Internal") is active, carries no price rows and is is_public=false — and it was being served to the Plans & billing picker, where every row is a card an organization owner can select and save. It sat in the grid at $0 alongside Starter and Business. The public marketing catalog has filtered on isPublic since it was written; the in-app console never did. Found while adding the offer to that picker, which is what made the extra card visible. Null counts as public: the column defaults to true, so a row predating it means "ordinary plan" rather than "hidden", and failing closed would empty the picker for an older catalog.
