- Fixed 401 error by checking for pre-authenticated session from OTKPreAuthFilter first - OTKPreAuthFilter already validates and consumes OTK, so controller should use the session it provides - Falls back to *** cookie validation for direct requests without OTK - This matches the pattern used in other controllers (MemberController, DepartmentController, ImagingController)
