A market is the category a lead is filed under — "Mortgage", "Solar", "Insurance". It decides which form somebody fills in when they add a lead, which products can be attached, and how leads are grouped when you go looking for them.
This is administrator territory. Nobody can add a lead until at least one market exists, so this is usually the first thing set up in a new organization.

The order to do things in
Create the market, then create the vendors and products that supply it, then assign any custom forms. A market with no vendor behind it will block anyone trying to add a lead to it, because a vendor is required on the lead form.
