Adds CommitLog.translationCount and **************** the library side of replacing the changelog translation-backfill sweep's GROUP BY .. HAVING scan with a plain indexed WHERE. The DDL and the counter's maintenance (CommitLogTranslationListener) are in securityservice, landing right after this. **************** old **************** is kept, unused, as the correctness fallback.
